The proposal is contrary to policies H15, H4, G6 and C2 of the adopted South Oxfordshire Local Plan, and advice contained in the South Oxfordshire Design Guide. The proposal represents the siting of an individual mobile home on a permanent basis within the garden area of a dwelling which would be contrary to the proper planning of the locality. Having regard to the design and materials used in its construction, the mobile home would detract from the appearance of the area and would fail to preserve the landscape quality of the Chilterns Area of Outstanding Natural Beauty.

The proposal would be contrary to policies H4, D3 and D4 of the adopted South Oxfordshire Local Plan and to advice contained in the South Oxfordshire Design Guide. Having regard to the inadequate size of the site and to the siting of the mobile home in relation to the adjoining property, 8 Gap Way, the proposals would result in a cramped and unneighbourly form of development providing an inadequate amenity area for the occupiers of the mobile home and detracting from the privacy and amenity of the adjoining property.

The proposals are contrary to policies T2 and T8 of the Oxfordshire Structure Plan, and to policies H4, D2 and T1 of the adopted South Oxfordshire Local Plan. The proposals do not include measures to secure adequate vision splays at the junction of Gap Way and Whitehouse Road, or at the vehicle access onto gap Way. No provision has been made for the parking of two cars within the site to serve the mobile home. As such, the proposals would result in additional traffic movements and potential on street parking on Gap Way, both of which would detract from the highway safety and convenience of the area.
