The proposed first floor front extension, by reason of its size, location and appearance would constitute an incongruous development, which would be out of keeping with the symmetry of the dwellings in this part of the street scene and with the character and appearance of the surrounding area. The proposal would therefore be contrary to adopted South Oxfordshire Local Plan 2011 Policies G2, G6, D1 and H13 and EX2 of Section 4.6 of the South Oxfordshire Design Guide.
The proposed two storey rear extension, by reason of its size, position and appearance would constitute an oppressive and overbearing development, resulting in loss of sunlight, daylight and outlook to the rear facing rooms and garden of No.7 Denbigh Road, to the detriment of the living conditions of the occupiers of this adjoining dwelling. The proposal would therefore be contrary to adopted South Oxfordshire Local Plan 2011 Policies G2 and H13 and EX5 of Section 4.6 of the South Oxfordshire Design Guide.
The proposed garage conversion would result in the loss of an off-street parking space and would leave a four-bedroom house with only one off-street parking space. This would fail to meet the maximum standard of two spaces for a dwelling of this size and as such would result in vehicles associated with No.9 Denbigh Road parking on-street. The area already suffers from on-street parking congestion and consequently the proposal would be likely to exacerbate conditions prejudicial to highway safety and hinder the free flow of traffic. The proposal would therefore be contrary to adopted Oxfordshire Structure Plan 2016 Policies T2 and T8 and to adopted South Oxfordshire Local Plan 2011 Policies G2, D2, H13, T1 and T2.
