That the proposed garage conversion and extension would cause the loss of two off-street car parking spaces and result in the remaining off-street car parking spaces being of an inadequate size for a vehicle. This would mean that 39 Valley Road would no longer provide an appropriate level of off-street car parking provision for a property of this size. The loss of parking space would be likely to give rise to additional on street parking and manoeuvring on Valley Road and obstruct a public footpath to the detriment of highway safety and the convenience of other road users and pedestrians. As such, the proposal would be contrary to Policies T2 and T8 of the Oxfordshire Structure Plan 2016 and Policies H13, T1 and D2 of the South Oxfordshire Local Plan 2011.
