Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the use hereby permitted shall be confined to the inside of the building. Reason: To safeguard the character and amenity of the area in accordance with Policies C2 and E8 of the South Oxfordshire Local Plan.

That the D2 leisure use hereby permitted shall not take place unless the existing parking area directly adjacent to the north of the building is available for use for the parking of vehicles in connection with the leisure use. Reason: In the interests of highway safety and convenience in accordance with Policies D2, R8 and E8 of the South Oxfordshire Local Plan.

That no more than 20 persons shall be present on the site in connection with the use hereby approved. Reason: A more intensive use of the site would be unsatisfactory in this unsustainable location, contrary to Policy G3 of the South Oxfordshire Local Plan.
