Having regard to the backland nature of the site and its relationship with the existing properties surrounding the site and to the local topography, the proposed development, due to its siting, design, size, bulk and massing, would have an overbearing effect on and cause overlooking and general disturbance to neighbouring properties to the detriment of their occupiers. As a result, the proposal would be contrary to Policies G2, D4 and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2000.
