In the absence of details regarding hours of operation, the likely numbers of staff and users and a noise impact survey to assess the rating noise from any air conditioning/extraction system, and music and activity generated by the leisure/fitness use, the Local Planning Authority cannot satisfactorily assess the likely impact of the proposed change of use upon the amenities of neighbouring residents. As such the proposal is contrary to Policies G2, R3 and EP2 of the South Oxfordshire Local Plan 2011.

In the absence of details regarding the number and location of air conditioning units and/or extraction ducting, and any other internal or external physical alterations that are likely to be required to facilitate the use of the ground floor as a leisure/fitness studio, the Local Planning Authority cannot satisfactorily assess the impact of the proposal upon the character, appearance and setting of the listed building. As such the proposal is contrary to Policies CON3, CON4 and CON5 of the South Oxfordshire Local Plan 2011.
