Conditions / Refusal Reasons
That the external cladding of the roof and walls of the building shall be in accordance with the sample of materials submitted in connection with planning permission P06/E0396 namely, profiled sheet metal coloured olive green or such other materials the details of which are to be first submitted to and approved in writing by the local planning authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, and E5 of the South Oxfordshire Local Plan 2011.

That no development shall take place until a revised parking layout has been submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details prior to the first use of the building and the parking spaces and manoeuvring areas shall be permanently retained for the parking and manoeuvring of vehicles only and not for the storage of motor vehicle parts or other goods or materials. The revised parking layout plan shall be drawn accurately to scale and shall conform to recognised geometric standards of car park design; shall provide for the retention and ongoing protection of existing trees and vegetation; and shall provide for unrestricted access to buildings at all times. Reason: In the interests of highway safety in accordance with Policies G2, D2, E5 and T1 of the South Oxfordshire Local Plan 2011.

That no additional openings other than those expressly authorised by this permission shall be inserted in the walls or roof of the building hereby approved without the prior written consent of the Local Planning Authority. This shall include details of the location of proposed roof lights which were not included on plans submitted with the application. Reason: To ensure a satisfactory external appearance and to safeguard the residential amenity of adjoining occupiers in accordance with Policies G2, G6 and E5 of the South Oxfordshire Local Plan 2011.

That the proposed building shall be used only by Shiplake Motors as a machine tool store and for the garaging of a car recovery vehicle (non HGV) and not for any other purpose without the prior permission of the Local Planning Authority. Reason: To safeguard the residential amenity of adjoining occupiers and in the interests of highway safety in accordance with Policies G2, E5 and T1 of the South Oxfordshire Local Plan 2011.

That the open fronted part of the building shall be used for vehicle parking and storage only and not for any other purpose. Reason: To safeguard the residential amenity of adjoining occupiers and in the interests of highway safety in accordance with Policies G2, E5 and T1 of the South Oxfordshire Local Plan 2011.

That any work undertaken in the enclose portion of the building shall take place only with all doors and windows closed. Reason: To safeguard the residential amenity of adjoining occupiers and in the interests of highway safety in accordance with Policies G2, E5 and T1 of the South Oxfordshire Local Plan 2011.

That no work or vehicle movements shall take place in the building outside the hours of 8am-6pm on weekdays, outside the hours of 8am-1pm on Saturdays and not at any time on Sundays and Public Holidays. Reason: To safeguard the residential amenity of adjoining occupiers and in the interests of highway safety in accordance with Policies G2, E5 and T1 of the South Oxfordshire Local Plan 2011.

That Planning Permission P06/E0396 shall not be exercised in the event that the development approved by this planning permission is implemented first. Reason: To ensure the orderly development of land by the implementation of a single coherent scheme in a manner that is appropriate to the site and its surroundings in accordance with Policy E5 of the South Oxfordshire Local Plan 2011.

That no external light shall be installed in connection with the development other than in accordance with a lighting scheme to be prepared by a suitably qualified lighting engineer and consented to by the Local Planning Authority. Reason: To protect the amenity of surrounding residential development from the adverse effects of external lighting in accordance with Policies EP3 and E5 of the South Oxfordshire Local Plan 2011.
