Conditions / Refusal Reasons
That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 or the Town and Country Planning (Use Classes) Order 1987 (or any order revoking or re-enacting those Orders) the building shall only be used for the specific purpose referred to in the application, namely the manufacture of green oak framed structures (Class B2) other than with the prior written permission of the Local Planning Authority. Reason: To allow the Local Planning Authority the opportunity to assess the suitability of any change of use of the building in accordance with Policies D2 and E8 of the South Oxfordshire Local Plan 2011. To allow the Local Planning Authority the opportunity to assess the impact of any change of use on the natural beauty and distinctive character of the Chilterns Area of Outstanding Natural Beauty; the rural character of the area; and setting of nearby listed buildings in accordance with Policies G2, C2, CON5, E5 and E8 of the South Oxfordshire Local Plan 2011.

That this planning permission shall apply only to the use of the application building by Go Green Homes Ltd for the manufacture of green oak framed structures and to no other user without to the prior written permission of the Local Planning Authority. Reason: To allow the Local Planning Authority to limit the future use of the building which exceeds 500 square metres, to small (low key) firms only, consistent with the intention of Policy E8 of the South Oxfordshire Local Plan 2011.

That there shall be no external lighting on the site unless in accordance with details which shall have first been submitted to and approved in writing by the Local Planning Authority, such details to provide information on the level of intensity of illumination at which the lighting is to be provided and retained. Reason: To safeguard the rural character of the countryside in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

That the use shall be confined wholly within the former agricultural building known as Barn 12 identified on plans submitted with the application at all times. Areas outside the application building shall be used for the parking of vehicles, access, manoeuvring, loading and unloading purposes only. No storage, industrial, office or other business use shall take place other than inside the above former agricultural building. No permission is given or implied for the erection or use of any building other than the above former agricultural building. Reason: To preserve the rural character of the area and the setting of the listed building in accordance with Policies G2, C2 and CON5 of the South Oxfordshire Local Plan 2011.

That no manufacturing activities, including maintenance and repair; and no loading or unloading activities shall take place, except between the hour of 7:00am to 7:00pm Mondays to Fridays and 8:00am to 1:00pm Saturdays. No such activities shall take place on Sundays, Bank Holidays or Public Holidays. Reason: To preserve the rural character of the area and the acoustic amenity of nearby residential development in accordance with Policies G2, EP2, E5 and E8 of the South Oxfordshire Local Plan 2011.

That no sale of goods direct to the public shall be undertaken from the application site at any time. Reason: To protect the rural character and amenity of the area; the setting of nearby listed buildings; and the vitality and viability of existing towns and villages in accordance with Policies G2, C2, CON5 and TC7 of the South Oxfordshire Local Plan 2011.
