The application site forms part of a Grade II listed terrace of three residential dwellings. The proposed extension represents a substantial addition to the rear of the building, and due to its design, siting and size, the extension would fail to respect the historic form and character of the building. Furthermore, the proposal would cause significant intervention and loss of the historic fabric and features of the building. As such the proposed development would cause unacceptable harm to the character and special historic and architectural qualities of the building that would be contrary to guidance contained within Planning Policy Statement 1: Delivering Sustainable Development, Planning Policy Guidance Note 15: Planning and the Historic Environment, and Policies G2, G6, CON2, CON3, CON5, D1, and H13 of the South Oxfordshire Local Plan 2011. The proposed development would also conflict with guidance contained within the South Oxfordshire Design Guide 2000.

The application site relates to an attractive listed building in a prominent location within the Henley Main Conservation Area. The proposed development, due to its siting, size and design would result in a cramped form of development that would detract from the character of the existing building and would consequently fail to preserve or enhance the character and appearance of the Conservation Area. As such the proposal would be contrary to Policies G2, G6, CON7, D1, and H13 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS1: Delivering Sustainable Development, and PPG15: Planning and the Historic Environment.

The proposed extension, due to its siting, design, size, bulk and height, would have an overbearing effect on and cause overshadowing to the neighbouring property to the east to the detriment of the amenity of the occupiers of this property. As a result, the proposal would be contrary to Policies D4 and H13 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2000.
