Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That prior to the first use of the new vehicle access and parking area the proposed means of access onto Park Street shall be formed, laid out and constructed to the approval of the Highway Authority, strictly in accordance with the Highway Authority's specifications and that all ancillary works specified shall be undertaken.
Reason: To ensure highway safety in accordance with Policy D2 of the South Oxfordshire Local Plan 2011.
Before the proposed vehicle access is first used, the parking area shall be provided in accordance with the block plan hereby approved and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall thereafter be retained unobstructed except for the parking of vehicles at all times.
Reason: To ensure highway safety in accordance with Policy D2 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of development, samples of the hardsurfacing to be used for the parking area shall be submitted to and approved in writing by the Local Planning Authority.
Reason: To safeguard the character and appearance of the site and surrounding area in accordance with Policies G2, G6, CON5, CON7 and D1 of the South Oxfordshire Local Plan 2011.
