Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, CON7 and H13 of the South Oxfordshire Local Plan.

That the existing brick and flint wall along the front of the site shall be retained. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6 and CON7 of the South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, CON7 and H13 of the South Oxfordshire Local Plan.

That no development shall commence until: a) A survey has been undertaken by a suitably qualified ecological consultant to establish the presence or absence of great crested newts in the development area and the extent to which they would be affected by the development proposal. b) Survey results have been submitted to and approved in writing by the Council. (If great crested newts are found to be present) c) A mitigation strategy should be submitted to and approved in writing by the Council. d) An appropriate protected species licence is obtained. Thereafter the works shall be implemented in accordance with the agreed details unless otherwise approved in writing by the Local Planning Authority. Reason: To safeguard great crested newts in accordance with Policy C8 of the South Oxfordshire Local Plan.

That prior to the commencement of any development hereby approved, a sample panel of brick and flint shall be erected on site and approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the existing building and the Aston Rowant Conservation Area in accordance with Policy CON7 of the South Oxfordshire Local Plan.

That prior to the commencement of any development, details of a newt exclusion fence to be erected during the course of building works shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard great crested newts in accordance with Policy C8 of the South Oxfordshire Local Plan.
