The application site lies in an isolated position in an area of countryside where there is a very strong presumption against new residential development. Due to the physical separation of the proposed development from the main dwelling known as Waterfield and the size of the building, the proposal would be tantamount to a new residential unit of accommodation in the countryside, which would be contrary to Policies G1, G3, G4, H6 and H13 of the South Oxfordshire Local Plan 2011 as well as guidance contained within Planning Policy Statement 1: Delivering Sustainable Development, Planning Policy Statement 3: Housing, and Planning Policy Statement 7: Sustainable Development in Rural Areas.
The application site is in an isolated position in the countryside, which forms part of the Chilterns Area of Outstanding Natural Beauty. The proposed development, due to its size, and siting, fails to respect the rural character and appearance of the site and its surroundings. Furthermore the development fails to conserve or protect the natural beauty and the special landscape qualities of the Chilterns Area of Outstanding Natural Beauty. As such the development is contrary to Policies G2, G4, G6, C1, C2, D1, H6 and H13 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2000 and Planning Policy Statement 1: Delivering Sustainable Development, Planning Policy Statement 3: Housing and Planning Policy Statement 7: Sustainable Development in Rural Areas.
