Conditions / Refusal Reasons
That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 or the Town and Country Planning (Use Classes) Order 1987 (or any order revoking or re-enacting those Orders) the building shall only be used for the specific purpose referred to in the application, namely a joinery/cabinet making workshop (Class B1), other than with the prior written permission of the Local Planning Authority. Reason: To allow the Local Planning Authority the opportunity to assess the impact of any change of use on the character of the listed building and its setting; the natural beauty and distinctive character of the Chilterns Area of Outstanding Natural Beauty; the rural character of the area; and the sustainability of the location in accordance with Policies G2, G3, C2, E5, CON4 and CON5 of the South Oxfordshire Local Plan 2011.

That there shall be no external lighting on the site unless in accordance with details which shall have first been submitted to and approved in writing by the Local Planning Authority, such details to provide information on the level of intensity of illumination at which the lighting is to be provided and retained. Reason: To safeguard the rural character of the countryside in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

That the use shall be confined wholly within the building at all times. Open areas outside the building shall be used for the parking of vehicles, access, manoeuvring, loading and unloading purposes only. No storage, industrial or other business use shall take place other than inside the building. Reason: To preserve the rural character of the area and the setting of the listed building in accordance with Policies G4, C1 and CON5 of the South Oxfordshire Local Plan 2011.

That no industrial processing activities, including maintenance and repair; and no loading or unloading activities shall take place, except between the hour of 7:00am to 7:00pm Mondays to Fridays and 8:00am to 1:00pm Saturdays. No such activities shall take place on Sundays, Bank Holidays or Public Holidays. Reason: To preserve the rural character of the area and the acoustic amenity of nearby residential development in accordance with Policies G4, EP2 and E5 of the South Oxfordshire Local Plan 2011.

That no sale of goods direct to the public shall be undertaken from the application site at any time. Reason: To protect the rural character and amenity of the area; the character of the listed building; and the vitality and viability of existing town and village in accordance with Policies G4, CON4 and TC7 of the South Oxfordshire Local Plan 2011.
