The application site comprises a substantial area of land close to the centre of Henley-on-Thames. Although the majority of the site is well screened from public view by the existing built form both on and off the site, the office building situated at the front of the site is visually prominent in terms of its overall size, distinctive design and siting. The proposed extension to this building, due to its size, siting, scale, and design, would fail to respect the character and appearance of the existing building and, when taken together with the existing building, it would represent an overdevelopment of the site. The site lies immediately adjacent to the Henley Main Conservation Area and 1 to 7 Thameside, which are Grade II listed buildings. The proposed extension to the existing building would detract from the character and appearance of the conservation area and the setting of the adjacent listed buildings. As such the proposal is contrary to Policies G2, G6, C1, CON5, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS1: Delivering Sustainable Development, PPS3: Housing, and PPG15: Planning and the Historic Environment.

The application site currently provides employment floorspace in the form of offices. Insufficient information has been submitted with the application to fully justify the loss of this employment use. As such the proposal is contrary to Policy E6 of the South Oxfordshire Local Plan 2011, which seeks to ensure that the change of use of redundant land or buildings in employment use to a non-employment use is only permitted where it can be demonstrated that the employment use of the site is no longer economically viable.

The development fails to provide an appropriate scheme of works or on and off-site mitigation measures to accommodate the impact of the development on local infrastructure, services, or amenities. The proposal is therefore contrary to government advice, and Policy D11 of the South Oxfordshire Local Plan 2011. Furthermore, in the absence of the completion of a Section 106 Planning Obligation, the proposal has failed to provide for affordable housing provision in accordance with Policies D11 and H9 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS3: Housing.
