The proposed realigned wall would constitute a piecemeal development that would form an inappropriate means of enclosure to 19 Buttermarket and would fail to respect the established character and special historical and architectural qualities of this Grade II listed building and surrounding listed buildings and would fail to preserve or enhance the character and appearance of the Thame Conservation Area. It would be contrary to adopted South Oxfordshire Local Plan Policies G2, G6, CON5 and CON7 and advice set out in PPG15.
