The application site lies in an isolated location in open countryside where there is a general presumption against new housing development with regard to Policy H6 of the adopted South Oxfordshire Local Plan 2011. However, the principle of the conversion of the existing agricultural building to a residential use may be acceptable provided that all of the relevant criteria of Policy E8 of the South Oxfordshire Local Plan 2011 are complied with. In relation to Criterion (vii) of Policy E8 the use of the building as an office has been found to be acceptable in planning terms and as such the proposal is contrary to Policy E8 of the South Oxfordshire Local Plan 2011 and advice set out in PPS7.
That the proposed external alterations to the building, together with further alterations that would be required to provide safe means of escape from the proposed first floor rooms, would result in significant alterations to the building which would damage its essential character as a former agricultural building and would be detrimental to the building's setting. In this respect the development would be contrary to Policies G2, G6, C1, D1 and E8 of the adopted South Oxfordshire Local Plan 2011 and advice set out in PPS1 and PPS7.
