Description
Change of use from offices to residential, with two storey extension, to form nine dwellings. Erection of front wall and entrance gates.(Amendment to P06/E0298) (As amended by drawing no. SWHH/06/5H accompanying letter from Agent dated 15 January 2007 and amplified by drawing nos.SWHH/06/8 and SWHH/06/09B received 8 February 2007).
Conditions / Refusal Reasons
That samples of the brickwork to be used for the new walls and piers shall be submitted to and approved in writing by the Local Planning Authority prior to their construction.
Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6 and CON7 of the South Oxfordshire Local Plan.
That notwithstanding the details set out in the landscaping plan (SWHH/06/9B) and before the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of retained trees during the construction period shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works including demolition. The matters to be encompassed within the arboricultural method statement shall include the following:-
(i) A specification (in accordance with BS3998/1989 'Tree Works') for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities;
(ii)Details of the demolition of existing structures, surfaces and any excavation, within the root protection areas of trees to be retained; to be carried out by hand, under the supervision of the arboriculturalist.
(iii)The details and method of construction of any structures such as piers, footings, anchorage and boundary walls in the vicinity of retained trees and how these relate to existing ground levels;
(iv)The details of the materials and method of construction of the roadway, and all other hard surfaces within the RPA of retained trees, which is to be of a 'no dig,' porous construction method in accordance with the principles of Arboricultural Practice Note 1 "Driveways close to trees", and in accordance with current industry best practice;
(v) The specification of the routing and means of installation of drainage or cables or any underground services in the vicinity of retained trees;
(vi) Provision for the supervision of ANY works within the root protection areas of trees to be retained, and for the monitoring of continuing compliance with the protective measures specified, by an appropriately qualified arboricultural consultant, to be appointed at the developer¿s expense and notified to the Local Planning Authority, prior to the commencement of development; and provision for the regular reporting of continued compliance or any departure therefrom to the Local Planning Authority.
Reason: To safeguard trees which are visually important in accordance with Policy C9 of the South Oxfordshire Local Plan.
That notwithstanding the details submitted in the landscaping scheme [SWHH/06/9B], details of one replacement tree, to be sited outside of the root protection areas and to incorporate urban tree soil and porous paving, shall be submitted to and approved by the Local Planning Authority prior to the occupation of any of the dwellings hereby approved.
Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2 and H4 of the South Oxfordshire Local Plan.
