That the partial enclosure of the open courtyard and the insertion of rooflights into the simple roof profile of the outbuilding would detract from the agricultural character and setting of the listed buildings and from the character and appearance of the Long Wittenham Conservation Area. As such, the proposal would be contrary to the adopted South Oxfordshire Local Plan 2011, particularly Policies CON3, CON4, CON5 and CON7, and to the advice contained in the South Oxfordshire Design Guide.

That, having regard to the location of the proposed dwelling and its associated amenity space, the residential unit would be sited in close proximity to an established joinery business which could give rise to an adverse effect on the health and amenity of future occupiers of the unit. As such, the proposals would not enjoy adequate levels of residential amenity and would be contrary to the adopted South Oxfordshire Local Plan 2011, particularly Policies EP1 and D3, and to advice in the South Oxfordshire Design Guide.
