Policy E8 of the adopted South Oxfordshire Local Plan allows for the residential conversion of rural buildings only where other uses have been explored and found to be unacceptable in planning terms. In this case, there are other more appropriate uses that would have less impact on the fabric and character of the building and its setting and no previous planning applications have been submitted to explore these options. As such, the proposal is contrary to Policies G2 and E8 of the adopted South Oxfordshire Local Plan.

As such, the proposal would be contrary to Policies G2, CON3, CON4, CON5 and CON7 of the adopted South Oxfordshire Local Plan and to the advice contained in PPG15 "Planning and the Historic Environment".

P09/W0911/DISThe relationship of the barn with Grange Farmhouse and the need to protect the privacy of occupants has resulted in an internal arrangement where the services are located on the southern aspect of the building and the main living quarters would be located on the northern side of the building. Such an arrangement would not provide an attractive living environment for occupants of the converted building and would fail to maximise daylight, passive solar gain and sunlight to the new dwelling and its garden areas contrary to Policies D4 and D8 of the adopted South Oxfordshire Local Plan and advice in PPS 22.
