That, having regard to the size of the proposed double garage with study over, its location forward of the building and the location of the site within a ribbon of development on the edge of Horspath in the Oxford Green Belt, the proposal would be inappropriate development as defined in PPG2, would be out of keeping with the character of development in the area and would detract from the open nature and rural character of the Green Belt and the landscape setting of Horspath. As such the proposal represents an unacceptable form of development that would be contrary to Policies G2, GB2, C4 and H13 of the adopted South Oxfordshire Local Plan the advice contained in Section 4.3 of the South Oxfordshire Design Guide and Planning Policy Guidance Note 2 "Green Belts".
