Conditions / Refusal Reasons
That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the adopted South Oxfordshire Local Plan.

That the landscaping scheme shown of drawing 2666 4 rev. A shall be implemented in the first planting season following first occupation of any of the units. In the event of any of the plants so planted becoming seriously damaged or diseased within a period of 5 years from the implementation of the scheme, a similar plant shall be planted and the replacement properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policy C1 of the adopted South Oxfordshire Local Plan.

That, notwithstanding the details shown on the landscaping plan, a footpath shall be constructed across the front of the site to permit access to the bin area in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority, and shall be implemented prior to the first occupation of any unit. Reason: To ensure adequate provision for the management of waste in accordance with Policy D10 of the adopted South Oxfordshire Local Plan.

That the cycle store shown on the approved plans shall be provided in accordance with details which shall have first have been submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development prior to first occupation of any unit. Reason: To make adequate provision for the storage of cycles in accordance with Policy D2 of the adopted South Oxfordshire Local Plan.

That the bin store shown on the approved plans shall be provided prior to the first occupation of any unit. The bin store shall have a hard surface and be sub-divided by the provision of a fence to permit half to be used for refuse bins and the remainder for recycling bins in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure adequate provision for the management of waste in accordance with Policy D10 of the adopted South Oxfordshire Local Plan.

That the building shall be designed to incorporate sustainable methods of construction, including the use of passive solar energy and grey water recycling, in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority, prior to the commencement of the development. Reason: To ensure high standards in the conservation and efficient use of energy, in accordance with Policy D8 of the adopted South Oxfordshire Local Plan.

During the implementation of this permission no demolition or construction works shall take place outside the hours of 07:30 to 18:00 hrs Mondays to Fridays and 08:00 to 13:00 hrs on Saturdays. No works shall take place on Sundays or Public Holidays without the prior written approval of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policy EP1 of the adopted South Oxfordshire Local Plan 2011.

The developers shall ensure that there are appropriate provisions made for the control of noise and dust emanating from the site, so as not to cause undue disturbance to the occupants of nearby residential properties. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policy EP1 of the adopted South Oxfordshire Local Plan 2011.

Upon completion of the development, any external lighting shall be designed and installed so the main beam angle is not be directed towards any potential observer and at an angle greater than 70 degrees from the vertical. This scheme shall also ensure that light trespass into the windows of any light sensitive premises shall not have a Vertical luminance greater than 5 Lux (In accordance with the Institution of Lighting Engineers Guidance Notes for the Reduction of Obtrusive Light GN01). Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the adopted South Oxfordshire Local Plan 2011.
