That the manner in which the proposed use is accommodated in an unsightly building on a previously un-built upon portion of land is damaging to the openness, appearance and character of the rural landscape and the Green Belt. The development therefore constitutes inappropriate development in the Green Belt as defined by PPG2, which has not been justified by very special circumstances and is contrary to policies G2, G4, GB2, GB3, GB4 and A3 of the South Oxfordshire Local Plan 2011.
