The site lies in a backland location on the edge of Winterbrook and, having regard to the agricultural character and use of the existing land and buildings, would not be regarded as previously developed land. As such, the proposal to erect two houses would involve an extension of the built up limits of Winterbrook into the surrounding countryside. Furthermore, despite its proximity to the town of Wallingford, Winterbrook has limited services and facilities and is a location where new residential development will not be permitted. As such the proposal would be contrary to Policies G1, G2, G4 and H6 of the South Oxfordshire Local Plan 2011.
That the proposal to provide two detached dwellings would create a sub-urban form of development which would detract from the semi rural character of the area in general and the setting of the adjacent listed building, Winterbrook Close. As such, the proposal would be contrary to Policies G2, G4, C4 and CON5 of the South Oxfordshire Local Plan 2011.
That the proposal to erect one no 4 bedroom and one no 5 bedroom dwelling on the site would fail to meet an identified housing need for smaller two bedroom dwellings in the district. As such the proposal would be contrary to Policy H7 of the adopted South Oxfordshire Local Plan.
