The location of the outside storage activity in a previously undeveloped portion of Culham No.1 site has resulted in a greater impact than the existing development on the openness of the Green Belt and the purposes of including land within the Green Belt. The development therefore constitutes inappropriate development in the Green Belt and a departure from the provisions of the development plan. Very special circumstances have not been demonstrated that would justify a departure from the development plan or the resulting harm caused to the Green Belt contrary to PPG2 (Green Belt) and policies GB3, GB4 and RUR8 of the South Oxfordshire Local Plan 2011.
The outside storage activities detract from the landscape character and visual quality of the area contrary to policies G2, G4, C1 and GB1 of the South Oxfordshire Local Plan 2011.
Insufficient preventative measures have been taken or are proposed in the application to prevent the loss or damage to trees which are the subject of a tree preservation order. The outside storage activity and proposed fence construction are therefore inappropriate and liable to lead to the loss of important trees, which would be detrimental to the visual amenity of the area and contrary to policy C9 of the South Oxfordshire Local Plan 2011.
