Conditions / Refusal Reasons
That the site lies within an isolated rural location where new dwellings would not normally be permitted. Having regard to the method of conversion, the amount of demolition involved together with the new garages, the development would fail to retain the fabric and essential character of these distinctive buildings, which lie within the North Wessex Downs Area of Outstanding Natural Beauty, and would detract from the rural character and appearance of the area, contrary to Policies E8 and C2 of the adopted South Oxfordshire Local Plan.

That the development fails to make provision for affordable housing in accordance with Policy H9 of the adopted South Oxfordshire Local Plan and no convincing case has been put forward to justify setting aside the policy.

That the development fails to make proper provision for a range of house sizes in accordance with the housing needs of the area, contrary to Policy H7 of the adopted South Oxfordshire Local Plan.

That the development fails to make proper provision for the disposal of waste in accordance with Policy D10 of the adopted South Oxfordshire Local Plan.

That the application fails to demonstrate high standards in the conservation and efficient use of energy and water, contrary to Policy D8 of the adopted South Oxfordshire Local Plan.
