The location of the development in a previously unutilised portion of Culham No.1 site has resulted in a greater impact than the existing development on the openness of the Green Belt and the purposes of including land within the Green Belt. The development therefore constitutes inappropriate development in the Green Belt and a departure from the provisions of the development plan. Very special circumstances have not been demonstrated that would justify a departure from the development plan or the resulting harm caused to the Green Belt contrary to PPG2 (Green Belt) and policies GB2, GB3, GB4, E5, RUR6 and RUR8 of the South Oxfordshire Local Plan 2011.

The development detract from the landscape character and visual quality of the area contrary to policies G2, G4, C1 and GB1 of the South Oxfordshire Local Plan 2011.

The location of the development in a previously unutilised portion of Culham No.1 site has resulted in an intensification in the use of the site and a significant increase in the number of persons employed on the site and the number of employees travelling to and from the site by car contrary to policies RUR6 and RUR8 of the South Oxfordshire Local Plan 2011.
