Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before the development commences.
Reason: To safeguard the character of the existing building and of the area in general in accordance with Policy H13 of the adopted South Oxfordshire Local Plan.
That prior to the first occupation of the proposed annex, the proposed means of access on to Garden Close is to be laid out and constructed to the approval of the Highway Authority strictly in accordance with the Highway Authority's specifications and that all ancillary works specified shall be undertaken.
Reason: In the interests of highway safety and convenience in accordance with Policy D2 of the adopted South Oxfordshire Local Plan.
That before the proposed annex is first occupied, the parking and manoeuvring areas shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking and manoeuvring of vehicles at all times.
Reason: To comply with the Local planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy D2 of the adopted South Oxfordshire Local Plan.
That the vegetation to the right of the proposed access, as viewed from Garden Close, is to be cut back to 122 Park Road's boundary so visibility is achieved; the vegetation to the left of the proposed access should be cut back to the site's boundary within a 5m area; so that visibility is kept clear.
Reason: In the interests of highway safety and convenience in accordance with Policy D2 of the adopted South Oxfordshire Local Plan.
That the additional living accommodation hereby permitted shall be occupied and used only in connection with and ancillary to the occupation and use of the existing property 122 Park Road as a single dwelling house, as specified in the application, and shall not be occupied or used separately thereafter.
Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy H11 of the adopted South Oxfordshire Local Plan.
