That having regard to the location, form and materials of the proposed solar panels, the proposal would represent a prominent and incongruous feature within the roofscape of this part of Goring and would harm the character and appearance of the surrounding Conservation Area which lies within the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would be contrary to the provisions of the adopted South Oxfordshire Local Plan 2011, particularly policies G6, H13, CON7 and C2, and to the advice contained within the South Oxfordshire Design Guide.
