Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That prior to the first use of the proposed access, the means of access onto Oxford Road (B4015) is to be formed, laid out and constructed to the approval of the Highway Authority strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken. Reason: In the interests of highway safety and convenience and in accordance with Policy T1 of the South Oxfordshire Local Plan.

That prior to the first use of the proposed new access and at all times thereafter visibility at a height of 0.9 metres above the level of the adjoining highway and above (same height as the existing boundary fence) shall be maintained within a zone 2 metres back from the fence line. These vision splays shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interests of highway safety and convenience and in accordance with Policy T1 of the South Oxfordshire Local Plan.

That before the new access onto Oxford Road is first used the parking and manoeuvring areas shall be provided in accordance with the submitted plan hereby approved and shall be constructed, laid out, surfaced (bound material or a scheme to prevent gravel entering public highway), drained and completed, and shall be retained unobstructed except for the parking and manoeuvring areas of vehicles at all times. Reason: In the interests of highway safety and convenience and in accordance with Policy T1 of the South Oxfordshire Local Plan.
