That insufficient justification has been demonstrated in terms of the financial and functional tests described in PPS7 to support the siting of the proposed dwelling for the purpose of an agricultural worker contrary to Policy A6 of the adopted South Oxfordshire Local Plan 2011.
The proposed dwelling is not essential for agricultural purposes and as such represents an inappropriate form of development in the Green Belt as defined by PPG2. The dwelling would constitute an undesirable intrusion into a rural locality which would extend the built up limits of Great Milton to the detriment of the character and visual amenity of the area and would fail to preserve the openness of the Oxford Green Belt. As such, the proposal would be contrary to Policies G4, GB2 and A6 of the adopted South Oxfordshire Local Plan 2011 and to the advice contained within Planning Policy Guidance note 2 Green Belts.
That, having regard to the form, design and materials of the proposed dwelling, the development would represent an incongruous intrusion within this prominent and sensitive site, harming the visual amenity of the locality and failing to reinforce local distinctiveness. As such, the proposal would be contrary to Policies G6, D1, C1, CON7 and GB4 of the adopted South Oxfordshire Local Plan 2011 and to the advice in the adopted South Oxfordshire Design Guide.
