Conditions / Refusal Reasons
That, the proposal to increase the number of units on the site from 3 to 5, and the proposed alterations to the parking area would increase the traffic generation to the site and the parking proposed is below the Local Planning Authorites minimum standards, both in terms of numbers and size of spaces, and the use of which would be detrimental to the safety and convenience of users of the public highway. Furthermore, this is not a location where the Local Planning Authority would accept an underprovision of parking, despite the location of the site in relation to the station and the village centre, because of existing parking problems in the vicinty and the safety issues involved. As such the proposal would be contrary to Policy T8 of the Oxfordshire Structure Plan and Policies G2, D2 and T2 of the adopted South Oxfordshire Local Plan.

The visibility at the location of the proposed parking spaces is substandard and the proposal is likely to create reversing movements out of the site which would be detrimental to safety and convenience of users of the public highway contrary to policy T8 of the Oxfordshire Structure Plan and Policies G2, D1 and T1 of the adopted South Oxfordshire Local Plan.

That the proposal fails to provide an adequate standard of amenity area for the five flats contrary to Policy D3 of the adopted South Oxfordshire Local Plan and Policy BP4 of the approved South Oxfordshire Design Guide.

That, having regard to the density, plot coverage, and lack of provision for amenity area and parking facilities, the proposal represents an overdevelopment of the site out of keeping with the surrounding area to the detriment of the character and appearance of the locality which lies within the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would be contrary to Policies G2, C2, H4, H8, H11, D3, T1 and T2 of the adopted South Oxfordshire Local Plan and to Policies BP1 and BP4 of the approved South Oxfordshire Design Guide.
