Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That no development shall take place within the application area until the applicant, or their agents or successors in title, has secured the implementation of a staged programme of archaeological mitigation measures in accordance with a written scheme of investigation which shall first have been submitted to and approved by the Local Planning Authority. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. The work shall be carried out by a professional archaeological organisation acceptable by the Local Planning Authority. Reason: To ensure retention of archaeological finds in accordance with Policies CON11 and CON12 of the South Oxfordshire Local Plan.

A detailed landscape planting scheme shall be submitted to and approved in writing by the Local Planning Authority and shall be carried out in the next planting season following completion of the lake. All aquatic and marginal plants used in the planting scheme shall be native species of local provenance. Reason: To ensure that the planting scheme is appropriate to the river valley setting and that non native species do not enter the river and spread downstream in accordance with Policy C3 of the South Oxfordshire Local Plan.

There shall be no building or raising of ground levels on that part of the site lying within the area of land liable to flood. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage cacity in accordance with Policy EP5 of the South Oxfordshire Local Plan.

That during construction of the lake no solid matter shall be stored within 10 metres of the banks of the River Thame and thereafter no storage of materials shall be permitted in this area. Reason: To prevent solid materials from entering the River Thame and causing pollution in accordance with Policy C3 of the South Oxfordshire Local Plan.

Before the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of retained trees during the excavation and formation of the lake shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works. The matters to be encompassed within the arboricultural method statement shall include the following:- (i) A specification for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities; (ii) The specification of the location, materials and means of construction of temporary protective fencing and/or ground protection in the vicinity of trees to be retained, in accordance with the recommendations of BS 5837 (2005) "Trees in relation to construction", and details of the timing and duration of its erection; (iii) The definition of areas for the storage of stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage; (iv) The specification of the routing and mean of installation of drainage or any underground services in the vicinity of retained trees; (v) Provision for the supervision of works within the root protection areas of trees to be retained, and for the monitoring of continuing compliance with the protective measures specified, by an appropriately qualified arboricultural consultant, to be appointed at the developer's expense and notified to the Local Planning Authority, prior to the commencement of development; and provision for the regular reporting of continued compliance or any departure therefrom to the Local Planning Authority. Reason: To protect existing trees on the site in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.
