The proposed development is contrary to Oxfordshire Structure Plan policy G4, Oxfordshire Minerals and Waste Local Plan policy W3, South Oxfordshire Local Plan policy GB3 and PPG2 in that it is inappropriate development in the greenbelt and there are no very special circumstances to warrant permission being given.

The proposed development is contrary to Oxfordshire Minerals and Waste Local Plan Policy W4 because no overriding need has been demonstrated for recycling at this site in the open countryside.

The proposed development does not meet any of the objectives for use of land in the greenbelt and is contrary to PPG2.
