That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area and to comply with Policies G2 and H4 of the adopted South Oxfordshire Local Plan.

A scheme for the hard and soft landscaping of the site, which should include details for the planting of live trees and shrubs, parking areas and hardstandings and the provision of boundary fences and screen walling, shall be submitted to and approved in writing by the Local Planning Authority prior to the development hereby permitted. Reason: To help assimilate the development into its surroundings and to comply with Policies G2 and C1 of the adopted South Oxfordshire Local Plan.

The approved scheme shall be implemented within 12 months of the commencement of development hereby permitted. In the event of any of the trees or shrubs so planted dying or being seriously damaged, destroyed or diseased within 5 years of the completion of the development, they shall be replaced by an equivalent number of trees and shrubs of the same species in the next planting season following their demise, unless otherwise previously agreed in writing by the Local Planning Authority. Reason: To help assimilate the development into its surroundings and to comply with Policies G2 and C1 of the adopted South Oxfordshire Local Plan.

That notwithstanding anything contained in the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no additional windows shall be constructed in the walls of the development hereby approved facing north or south. Reason: To ensure that the development is not unneighbourly and to comply with Policies G2 and H4 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 and Classes A and E of Schedulel 2 to the Town and Country Planning (General Permitted Development) Order 1995, or any order revoking and re-enacting that Order, no development within Classes A or E of Part 1 of Schedule 2 to the Order shall be carried out on the new dwelling hereby permitted unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: As an extension under permitted development could result in a cramped form of development and compromise the important gaps between the surrounding development contrary to Policies G2 and H4 of the adopted South Oxfordshire Local Plan.

Prior to the occupation of the proposed dwelling, the new means of access onto Wheatley Road shall be formed (as on site layout plan) laid out and constructed strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken. Reason: In the interests of highway safety and convenience and to comply with Policies G2 and T1 of the adopted South Oxfordshire Local Plan.

Before the development is first occupied, the parking and manoeuvring areas shall be provided in accordance with the plan (ref:622/5) hereby approved and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety and to comply with Policies G2 and T1 of the adopted South Oxfordshire Local Plan.

Prior to the occupation of the proposed dwelling, the vision splays to be provided along the site's boundary (stated in agent's letter) shall be provided and shall not be obstructed by any object, structure, planting or other material. Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.

No surface water from the development shall be discharged onto the adjoining highway, and a scheme to prevent this occurrence (i.e drainage channel into soakaway) shall be submitted to and approved in writing by the Local Planning Authority and constructed prior to the commencement of building operations. Reason: In the interests of highway safety and convenience and to comply with Policies G2 and T1 of the adopted South Oxfordshire Local Plan.
