Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Within the Green Belt planning permission will not be granted for new houses within settlements that do not have an adequate range of services and facilities to accommodate growth. In this case, the site is within the Oxford Green Belt and Chiselhampton is not identified as one of the settlements where limited infilling may be acceptable. The proposal would be inappropriate development as defined in PPG2 and would considerably consolidate an isolated development in an area with few services and facilities. No very special circumstances have been put forward to override well established Green Belt Policies. The proposal represents an unacceptable form of development which would be contrary to the advice contained in Planning Policy Guidance Note 2 Green Belts, Policies G1 and G4 of the Oxfordshire Structure Plan 2011, Policies C4, G2, G4, GB2 and H6 of the adopted South Oxfordshire Local Plan.
