Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory and in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory and in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

That prior to the first use of the development hereby permitted the means of access onto Great Mead be formed, laid out and constructed strictly in accordance with the specification of means of access attached hereto and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

That prior to the first use of the development hereby permitted the parking areas as shown on the submitted plan referenced 233.10D shall be constructed, laid out, surfaced using bonded material, drained and completed and shall thereafter be retained unobstructed except for the parking and manoeuvring of vehicles at all times. Reason: In the interests of highway safety and convenience and in accordance with Policy D2 of the South Oxfordshire Local Plan 2011.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution and in accordance with Policy D11 of the South Oxfordshire Local Plan 2011.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings in accordance with Policy D1 of the South Oxfordshire Local Plan.

That the existing trees and hedges on the land shall be protected in accordance with British Standards 5837 'Trees in Relation to Construction' and in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development. Reason: To safeguard trees and hedges which are visually important and in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

That before the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of retained trees during the construction period shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works including demolition. The matters to be encompassed within the arboricultural method statement shall include the following:- (i) A specification for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities. (ii) The specification of the location, materials and means of construction of temporary protective fencing and/or ground protection in the vicinity of trees to be retained, in accordance with the recommendations of BS 5837 (1991) 'Trees in Relation to Construction', and details of the timing and duration of its erection; (iii) The definition of areas for the storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage; (iv) The specification of the routing and means of installation of drainage, the diverted gas main or any underground services in the vicinity of retained trees; (v) The details and method of construction of the proposed hardstanding in the vicinity of retained trees and how thus relates to existing ground levels; (vi) Provision for the supervision of works within the root protection areas of trees to be retained, and for the monitoring of continuing compliance with the protective measures specified, by an appropriately qualified arboricultural consultant, to be appointed at the developer's expense and notified to the Local Planning Authority, prior to the commencement of development; and provision for the regular reporting of continued compliance or any departure therefrom to the Local Planning Authority. Reason: To safeguard trees and hedges which are visually important in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

That notwithstanding any indications as to those matters which may have been given in the application no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a new schedule and details of the proposed lighting which shall be flat cut off to curtail upward light spillage for the car parking area. Reason: To ensure that the details of the development are satisfactory and in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

That the car parking area shall not be illuminated when the pavilion is not in use and no illumination shall take place after 10 pm or before 7.30 am on any day. Reason: To protect the visual amenities of the area and in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
