The proposal is contrary to policies G2, G6, H4, D1, D3 and D4 of the adopted South Oxfordshire Local Plan, advice contained in PPS1 and PPS3, and advice contained in the South Oxfordshire Design Guide. Having regard to the limited size of the site and to the relationship with adjoining properties, the proposals would result in a cramped and intrusive form of development that would fail to respect the character of the area, would fail to provide adequate amenities for the occupiers of the proposed property and would detract from the amenity of the adjoining property, 16 Hailey Croft.

The proposal is contrary to policy T8 of the Oxfordshire Structure Plan 2016, and to policies T1 and D2 of the adopted South Oxfordshire Local Plan 2011. The proposal, if permitted, would result in vehicles manoeuvring to/from Estover Way in reverse gear causing hazard and inconvenience to users of the public highway and would also detract from pedestrian safety.
