Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Samples of the materials to be used in the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority before development starts. This condition shall apply irrespective of any indications as to the details that may have been submitted with the application, and shall include the submission of hard surfacing details within the estate yard. The development shall thereafter be constructed using the approved materials unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development and to ensure that the materials are appropriate to the special architectural or historic interest of the listed building in accordance with Policies G2, G6, C2, D1, CON2, CON3 and CON5 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any brickwork in relation to the development hereby approved, a sample panel of facing brickwork covering a minimum area of 1 square metre shall be constructed and approved in writing by the Local Planning Authority. Thereafter the approved sample shall remain available for inspection on site for the duration of the development and until, if required, its removal is authorised in writing by the Local Planning Authority. Brickwork in relation to the development hereby approved shall match the approved sample panel in terms of bricks (size, colour and texture), mortar (mix, colour and texture), joint profile and bond to the satisfaction of the Local Planning Authority. Reason: In the interests of the visual appearance of the development and to ensure that the materials are appropriate to the special architectural or historic interest of the listed building in accordance with Policies G2, G6, C2, D1, CON2, CON3 and CON5 of the South Oxfordshire Local Plan 2011.

No development or other operations shall commence on site until details of a tree and landscape protection scheme have been submitted to and approved in writing by the Local Planning Authority. The scheme shall include positions and specifications of temporary fencing to be erected and no excavations for services, storage of materials, parking of vehicles, excavation of soils or materials shall take place within the area designated as being protected. The approved tree and landscape protection scheme shall be carried out concurrently with the development of the site. Reason: To ensure the protection of trees on and adjacent to the site in accordance with Policy C9 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development details of any external lighting to be used in the areas around the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority. Thereafter no building shall be occupied until the external lighting has been installed in accordance with the approved details, unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the site in accordance with Policies G2, G6 and D1 of the South Oxfordshire Local Plan 2011.

The use of the buildings hereby approved shall only be for purposes relating to the management of Watlington Park, unless otherwise agreed in writing by the Local Planning Authority. Reason: A separate and unrelated use of the buildings would not be appropriate given the nature of the buildings and the unsustainable location of the site, in accordance with Policies G1, G3, and G4 of the South Oxfordshire Local Plan 2011.
