Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
No development shall take place until samples of the materials to be used in the construction of the external surfaces of the wall and hardstanding hereby permitted, have been submitted to and approved in writing by the local planning authority. Thereafter the development shall be carried out in accordance with the approved details.
Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6 and C2 of the South Oxfordshire Local Plan 2011.
Before the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of retained trees during the construction period shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works including demolition, and complied with throughout the development. The matters to be encompassed with the arboricultural method statement shall include the following:-
(I) A specification for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities;
(ii) The specification of the location, materials and means of construction of temporary protective fencing and/or ground protection in the vicinity of trees to be retained, in accordance with the recommendations of BS5837 (2005) "Trees in relation to construction", and details of the timing and duration of its erection;
(iii) The definition of areas for the storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage;
(iv) The specification of the routing and mean of installation of drainage or any underground services in the vicinity of retained trees;
(v) The details and method of construction of the proposed structures within the vicinity of retained trees and how these relate to existing ground levels;
(vi) Details of any landscaping works or ground level changes within the vicinity of retained trees.
(vii) Provision for the supervision of works within the root protection areas of trees to be retained, and for the monitoring of continuing compliance with the protective measures specified, by an appropriately qualified arboricultural consultant, to be appointed at the developer's expense and notified to the Local Planning Authority, prior to the commencement of the development; and provision for the regular reporting of continued compliance or any departure.
(viii) Works to be carried out in accordance with Option 2 of the pile and beam foundations as specified on approved drawing 072851/02.
Reason: To ensure that important trees are protected in accordance with Policies G2, G6, C2 and C9 of the South Oxfordshire Local Plan 2011.
That prior to the first use of the vehicular access hereby approved, the proposed means of access onto the Satwell Road is to be formed, laid out and constructed strictly in accordance with the Highway Authority¿s specifications and that all ancillary works specified shall be undertaken.
Reason: In the interests of highway safety in accordance with Policies G2 and T1 of the South Oxfordshire Local Plan 2011.
That prior to the first use of the vehicular access hereby approved, the existing means of access on the junction of Satwell Road and B481 shall be permanently stopped up by the means of full face kerbing and the reinstatement of the highway verge, to the approval of the Highway Authority. Thereafter this access shall not be used by any vehicular traffic whatsoever. The proposed bollards to be erected in the location of the existing access when it is closed shall be placed 0.5 metres into the highway verge.
Reason: In the interests of highway safety in accordance with Policies G2 and T1 of the South Oxfordshire Local Plan 2011.
