The application site occupies a visually prominent and sensitive position within the Thame Conservation Area and the site comprises a Grade II listed building. The proposed advertisements, due to their size, height, materials and illumination would be prominent in the historic street scene to the detriment of the visual amenity of the building and the surrounding area. As a result the proposal fails to accord with Policies G2, G6, CON3, CON5, CON7, CON8 and AD1 of the South Oxfordshire Local Plan 2011 and guidance contained within Planning Policy Guidance Note 19: Outdoor Advertisement Control.
