Description
Conversion of existing building into 11 flats with associated parking. (Amendments to planning permission P05/E0828)(as amended by drawing nos.2285/12B, 14D, 15D, 16B, 36A, 37A, 50A, 51A and 52A accompanying letter from Agent dated 11 January 2007) .
Conditions / Refusal Reasons
That samples of all materials to be used in the external construction and finishes of the development and the surrounding ground surface shall be submitted to and approved in writing by the Local Planning Authority before the commencement of the relevant part of the development. Thereafter the materials used shall not be other than those approved.
Reason: To safeguard the character and appearance of the listed building, the Conservation Area, and the setting of surrounding buildings in accordance with Policies G2, G6, CON5, CON7 and H4 of the South Oxfordshire Local Plan.
That prior to the commencement of the relevant part of the development a detailed specification of the type, design and external finish of all rooflights, external doors and rainwater goods for the development shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the approved rooflights shall be fitted flush with the roofslope.
Reason: To safeguard the character and appearance of the listed building, Conservation Area, and the setting of surrounding buildings in accordance with Policies G2, G6, CON5, CON7 and H4 of the South Oxfordshire Local Plan.
That the car park shall be laid out in accordance with drawing no. 2285/12 prior to the first occupation of any of the eleven residential units.Thereafter the car parking spaces shall only be used by the residents of the units hereby permitted and their guests.
Reason: In order to ensure that car parking is provided and retained for the residential units in accordance with Policies D2 and T7 of the South Oxfordshire Local Plan.
That a scheme for the landscaping of the site, including the layout of the amenity areas and the provision of any new fencing or walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the relevant part of the development hereby permitted. The approved hard landscaping details, boundary fencing and walling shall be implemented prior to the first occupation of any flat within the development.
Reason: To safeguard the character and appearance of the Conservation Area and the setting of surrounding buildings in accordance with Policies G2, G6, CON5, CON7 and H4 of the South Oxfordshire Local Plan.
That the details of any external lighting to be installed shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the relevant part of the development to which the lighting relates. Thereafter the lighting installed shall not be other than in accordance with the approved details.
Reason: To protect the character and residential amenities of the area in accordance with Policies G1, G6 and H4 of the South Oxfordshire Local Plan.
That prior to the commencement of the relevant part of the development a detailed specification of all flue terminals, service ducts and any air ventilation and/or extraction systems to be installed shall be submitted to and approved in writing by the Local Planning Authority. No part of the development shall be occupied until the approved systems have been installed in accordance with the approved details.
Reason: To ensure the details of the development are satisfactory in terms of their impact on the visual and residential amenities in the area in accordance with Policies G2, G6, CON7, H4 and H11 of the South Oxfordshire Local Plan.
That none of the units shall be occupied until the refuse and recycling facilities have been provided in accordance with drawing no. 2285/20A and thereafter they shall be permanently retained.
Reason: To safeguard the amenities of the area in accordance with Policies G2, G6, D9, H4 and H11 of the South Oxfordshire Local Plan.
That, prior to the first occupation of flats 7, 10 and 11, the new window in the north elevation and all the existing windows in the north elevation at first, second and third floor level shall be glazed in obscure glass and thereafter shall be retained as such.
Reason: To safeguard the amenities of the residents of 1 and 2 Brakspear Mews in accordance with Policies H4 and H11 of the South Oxfordshire Local Plan.
That, notwithstanding the details shown on the plans hereby permitted, joinery details at a 1:10 scale of the enlarged dormer windows, doors and fanlight windows in the eastern roofslope shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the relevant work. Thereafter the dormers shall be constructed in accordance with the approved details.
Reason: To safeguard the character and appearance of the Conservation Area and the setting of surrounding buildings in accordance with Policies G2, G6, CON5, CON7 and H4 of the South Oxfordshire Local Plan.
