Conditions / Refusal Reasons
The application site is located in a sensitive and visually prominent position on the edge of Henley-on-Thames. The proposed development, due to its design, siting, scale, and character, would be an incongruous form of development that would fail to harmonise with and respect the character and appearance of the surrounding built form and the distinctive character of this section of the River Thames. As a result the proposal is contrary to Policies G2, G6, C1, C3, C4, D1 and H12 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2000, and Planning Policy Statement 1: Delivering Sustainable Development, and Planning Policy Guidance Note 3: Housing, which seek to ensure that development is of a high standard of inclusive design that respects the character and appearance of the surrounding townscape and landscape.
The proposal development would result in the loss of floodplain and would increase the risk of flooding. As such the proposal is contrary to Policy EP5 of the South Oxfordshire Local Plan 2011 and guidance contained within Planning Policy Guidance Note 25: Development and Flood Risk.
The proposed development, due to its siting and the position of window openings, would result in significant overlooking to the adjoining property to the south east, Satsuma, to the detriment of its residential amenities. As a result the proposal would be contrary to Policies G2, G6, D4 and H12 of the South Oxfordshire Local Plan 2011.
