The partial demolition of the existing boundary wall to form a new vehicular access into the site would, due to the extent and location of the proposed works, fail to respect the character and special historic and architectural qualities of the Grade II listed building and attached walling. As a result the proposal is contrary to Policies CON3 and CON5 of the South Oxfordshire Local Plan 2011 and guidance contained within Planning Policy Guidance Note 15: 'Planning and the Historic Environment', which seek to ensure that development respects the character, appearance and setting of the historic environment.
