That, the cumulative impact of the proposals would erode the character of the listed building and would diminish its special architectural and historic interest. Insufficient justification for the proposals has been provided and no assessment of the significance of the historic fabric which would be affected accompanies the application. As such, the proposal would be contrary to the adopted South Oxfordshire Local Plan 2011, particularly Policy CON3, and to the guidance contained within Section 4.7 of the South Oxfordshire Design Guide and PPG 15.
