The application site comprises a large residential plot of land, which is located in a prominent position on the north side of Rotherfield Road. Rotherfield Road has an attractive character and semi-rural appearance due to the spaciousness of the built form and the abundance of vegetation. The proposed development consists of two detached dwellings, which would, by virtue of the size, siting, design, bulk, scale and character of the development, result in a form of development that would fail to respect the established character and appearance of the surrounding area. As a result the proposal would be contrary to Policies G2, G6, D1 and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within Planning Policy Statement 1: Delivering Sustainable Development and Planning Policy Guidance Note 3: Housing, which seek to ensure that development is designed to a high quality that is in keeping with the surrounding area and protects and reinforces local distinctiveness.
