Conditions / Refusal Reasons
The application site forms part of the existing garden of Hill Lodge and lies between this dwelling and an existing bungalow towards the eastern end of Rotherfield Road, which, particularly to the west, is characterised by large detached dwellings set within spacious plots. The proposed two storey development would, by virtue of its size, design, bulk, scale and character, represent an overdevelopment of the site and would fail to respect the established character and appearance of the surrounding built form. As a result the proposal would be contrary to Policies G2, G6, D1, D3 and H4 of the South Oxfordshire Local Plan 2011, which seek to ensure that development is designed to a high quality that is in keeping with the surrounding area and protects and reinforces local distinctiveness. In addition the proposal would fail to accord with the principles of good design contained within the South Oxfordshire Design Guide 2000 and guidance within PPS1: Delivering Sustainable Development and PPG3: Housing.
The proposed dwelling, due to its siting, design, size, bulk and height, would have an overbearing effect on and cause overlooking to neighbouring properties to the detriment of the amenity of their occupiers. Furthermore the garden area proposed for the new dwelling, due to its size and siting, would provide a poor level of amenity for the future occupiers of the dwelling. As a result the proposal would be contrary to Policies H4, D3 and D4 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2000.
