Conditions / Refusal Reasons
That the works hereby permitted shall be begun before the expiration of three years from the date of this consent. Reason: By virtue of Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Prior to the commencement of any work related to this consent, and notwithstanding what is shown on the approved drawings or other approved documents, full details of the following shall be submitted to and approved in writing by the Local Planning Authority. The approved details shall thereafter be implemented as part of the approved works. A section at 1:1 of the batten and lining paper against the dado rail. Details of the lime plaster specification for the repair of the wall. Reason: To protect the special architectural and historic character of the building in accordance with Policies CON2 and CON3 of the South Oxfordshire Local Plan 2011.

A complete photographic record of the existing murals shall be carried out and submitted to and approved in writing by the Local Planning Authority prior to the commencement of any works in relation to this consent. The photographic record shall include detailed photographs of the locations where the battens are to be fixed to the wall. Reason: To ensure that a complete photographic record of the murals is available in accordance with Policy CON3 of the adopted South Oxfordshire Local Plan.

Prior to the commencement of any works relating to this consent, details of the composition of the original paint of the murals shall be submitted to the Local Planning Authority. The reconciliation works to the murals are to be carried out by a specialist paint conservator to the original paint specification and to the photographic details of the murals. Reason: To protect the special architectural and historic interest of the building in accordance with Policy CON3 of the South Oxfordshire Local Plan 2011.

Prior to the covering of the murals, the consolidation of the murals shall be completed in accordance with the Entrance Hall Conservation Proposal by Hare and Humphreys Ltd. dated 12th April 2006. Reason: To protect the special architectural and historic interest of the building in accordance with Policy CON3 of the South Oxfordshire Local Plan 2011.

A section of the covering hereby approved shall be removed after a period of 12 months dating from the completion of the works hereby permitted, and the murals shall be available for inspection by the Local Planning Authority. Details of the section of the covering to be removed shall be submitted to and agreed in writing by the Local Planning Authority prior to the inspection. Following this first inspection, a section of the covering shall be removed to allow inspection of the murals at three year intervals until such time that the Local Planning Authority are satisfied that the covering is not having a detrimental impact on the murals. If any deterioration or damage to the murals occurs, steps to be first agreed in writing by the Local Planning Authority shall be undertaken to repair or restore the murals. Reason: To protect the special architectural and historic interest of the building in accordance with Policy CON3 of the South Oxfordshire Local Plan 2011.
