Conditions / Refusal Reasons
The proposed garage development would be attached to the east elevation of the principal Grade I listed building and would extend the historic built form of the building further to the east. The development, due to its siting and size, would fail to respect the historic form of the existing building and would detract from the architectural and historic character and appearance of the building. Furthermore the proposed development would, again due to its siting and size, cause harm to the setting of the listed building, particularly in respect of its early sixteenth century southern wing. As a result the proposal is contrary to guidance contained within Planning Policy Guidance Note 15: Planning and the Historic Environment, which seeks to ensure that development respects the character, appearance and setting of the historic environment. In this regard the proposal would also be contrary to Policies CON2 and CON5 of the South Oxfordshire Local Plan 2011, which seek to ensure that development is appropriate to the character of listed buildings and does not diminish their architectural or historic qualities or adversely affect their setting.
