The proposed garage development would be attached to the east elevation of the principal Grade I listed building and would extend the historic built form of the building further to the east. The development, due to its siting and size, would fail to respect the historic form of the existing building and would detract from the architectural and historic character and appearance of the building. Furthermore the proposed development would, again due to its siting and size, cause harm to the setting of the listed building, particularly in respect of its early sixteenth century southern wing. As a result the proposal is contrary to guidance contained within Planning Policy Guidance Note 15: Planning and the Historic Environment, which seeks to ensure that development respects the character, appearance and setting of the historic environment. In this regard the proposal would also be contrary to Policies CON2 and CON5 of the South Oxfordshire Local Plan 2011, which seek to ensure that development is appropriate to the character of listed buildings and does not diminish their architectural or historic qualities or adversely affect their setting. Due to the poor relationship of the development to the existing building, the proposal would also fail to respect the character and appearance of the existing building and as such would also be contrary to Policies G2, G6, D1 and H13 of the South Oxfordshire Local Plan 2011 and guidance contained within Planning Policy Statement 1: Delivering Sustainable Development and within the South Oxfordshire Design Guide 2000.
