Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of the materials to be used for the roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2 and C2 of the adopted South Oxfordshire Local Plan.

That the timber boarding to be used for the external walls of the new forge and stable building shall be stained in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2 and C2 of the adopted South Oxfordshire Local Plan.

That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To safeguard the character of the area in accordance with Policy C9 of the adopted South Oxfordshire Local Plan.

That all tree protection and construction works shall be in accordance with BS 5837(2005). Prior to the commencement of any development details of a pile and beam foundation design that will minimise excavation works close to the trees shall be submitted to and approved in writing by the Local Planning Authority. In addition the extended access shall be constructed using a no dig method of construction. Reason: To safeguard trees which are visually important in accordance with Policy C9 of the adopted South Oxfordshire Local Plan.

That the new forge building shall be used only by the applicant and his trainee apprentice(s). Reason: To ensure that the use remains low as described in the application and to protect the character of the area in accordance with Policies G2 and C2 of the adopted South Oxfordshire Local Plan.

That the new stable buildings shall be used only for the personal enjoyment of the occupiers of The Paddocks and shall not be used for any commercial or business purpose whatsoever. Reason: To secure the proper planning of the locality in accordance with Policies G2 and C2 of the adopted South Oxfordshire Local Plan.

That the window in the side elevation of the forge building shall be fixed shut. Reason: To ensure that the development is not unneighbourly in accordance with Policies E7 and EP1 of the adopted South Oxfordshire Local Plan.

That the forge doors shall remain closed at all times when metal work is being undertaken. Reason: To ensure that the development is not unneighbourly in accordance with Policies E7 and EP1 of the adopted South Oxfordshire Local Plan.

That within 6 months of the date of this permission, the existing forge situated in the timber outbuilding adjacent to The Paddocks, shall be permanently removed from the building. Reason: To ensure that the development is not neighbourly in accordance with Policies E7 and EP1 of the adopted South Oxfordshire Local Plan.
